URGING THE GOVERNOR AND THE CFO TO USE AS THE GENERAL REVENUE FORECAST FOR THE 2002-2003 FISCAL YEAR AN AMOUNT EQUAL TO ONE HUNDRED AND TWO AND ONE-HALF PERCENT (102.5%) OF THE ACTUAL GENERAL REVENUE RECEIPTS DURING FISCAL YEAR 2001-2002.
