TO AMEND THE ARKANSAS SPEED TRAP LAW TO DEFINE THE TERM 'AFFECTED HIGHWAY' TO MEAN ANY HIGHWAY THAT IS A PART OF THE STATE HIGHWAY SYSTEM.
TO REQUIRE LARGE TRUCKS AND SEMI-TRAILERS TO DRIVE ONLY IN THE RIGHT LANE OF CONTROLLED-ACCESS AND OTHER MULTI-LANED HIGHWAYS IN ARKANSAS.
TO AUTHORIZE THE STATE HIGHWAY COMMISSION TO ISSUE SPECIAL PERMITS TO TRANSPORT ROUND BALES OF HAY ON CONTROLLED HIGHWAYS PROVIDED THAT THE LOAD DOES NOT EXCEED TEN FEET IN WIDTH.
TO GRANT LOCAL SCHOOL DISTRICTS GREATER FLEXIBILITY IN PURCHASING INSTRUCTIONAL MATERIALS.
TO PROVIDE AN APPEAL PROCESS FOR STUDENTS WHO ARE SUSPENDED OR EXPELLED FROM SCHOOL FOR VIOLATION OF A SCHOOL DISTRICT'S WRITTEN DISCIPLINE POLICIES.
TO PROVIDE THAT SCHOOL DISTRICTS SHALL NOT LOSE ADDITIONAL BASE FUNDING AS A RESULT OF REFUNDING OUTSTANDING BONDS AT LOWER INTEREST RATES OR FOR ISSUING SECOND LIEN BONDS.
