TO PROVIDE THAT THE SENATE AND HOUSE OF REPRESENTATIVES SHALL ENTER INTO RECESS AT THE CLOSE OF BUSINESS ON WEDNESDAY, DECEMBER 31, 2003, AND RECONVENE ON MONDAY, JANUARY 5, 2004.
