TO CREATE A FOUR-YEAR PILOT PROGRAM FOR THE AWARDING OF EDUCATION SAVINGS ACCOUNTS; TO ESTABLISH THE ARKANSAS PARENTAL EMPOWERMENT FOR EDUCATION CHOICE ACT OF 2017.
