TO PROHIBIT SCHOOL DISTRICTS FROM USING PUBLIC FUNDS TO PAY LEGAL FEES ASSOCIATED WITH LITIGATION CHALLENGING ANY ACTS OF THE GENERAL ASSEMBLY MEETING IN THE SECOND EXTRAORDINARY SESSION OF 2003.
