The Legislative Fiscal Services Division of the Arkansas Bureau of Legislative Research provides non-partisan information on State expenditures, revenues, budgets and other finance related topics to members of the Arkansas General Assembly and, upon request by a member, to their constituents. The Office provides principal staff assistance to various Legislative Council Subcommittees such as the Review, Performance Evaluation and Expenditure Review (PEER), Approved Claims, Charitable, Penal and Correctional Institutions, Personnel, Game and Fish/State Police, and Higher Education Subcommittees as well as serving as principal staff for the Arkansas Legislative Council/Joint Budget Committee during fall budget hearings and the Joint Budget Committee during sessions of the General Assembly.

The Legislative Fiscal Services Division consists of two staffs that work in a cooperative manner so that the member of the General Assembly requesting information or assistance is provided the most complete product possible. The staff sections are the Budget & Fiscal Review Section and the Personnel Review Section.

The Personnel Review Section provides information, research, and technical services regarding personnel issues to members of the General Assembly. The section staff review and recommend action on personnel related requests during the budget cycle, legislative sessions, and in the interim between sessions. This may include reviewing and recommending: new classification titles and grades; changes in the staffing levels of all agencies and institutions; equitable and competitive rates of compensation through salary surveys of the private and public sectors; changes in the job evaluation system used to set salary grade levels for all classifications; and revisions to the Uniform Classification and Compensation Act, as amended.

The Budget & Fiscal Review Section is responsible for the preparation of fiscal legislation such as appropriation bills and amendments, provides staff support to various committees and subcommittees which are responsible for legislative oversight of agency budgets and provides research related to budgetary matters.
