TO AMEND THE ARKANSAS INTERSTATE HIGHWAY FINANCING ACT OF 2007 TO EXTEND THE TIME FOR ISSUING GRANT ANTICIPATION REVENUE BONDS FOR THE RESTORATION AND IMPROVEMENT TO THE INTERSTATE HIGHWAY SYSTEM.
