TO IMPOSE A MINIMUM TERM OF IMPRISONMENT BEFORE CERTAIN OFFENDERS ARE ELIGIBLE FOR PAROLE OR TRANSFER

AMEND THE PRIVATE EMPLOYMENT AGENCY ACT TO EXEMPT FROM LICENSURE PERSONS WHO CONTRACT WITH AN EMPLOYER TO RECRUIT EMPLOYEES WITHOUT CHARGE TO THE EMPLOYEE.
