TO KEEP ARKANSAS COMPETITIVE BY PROMOTING FUNDING FOR ECONOMIC DEVELOPMENT PROJECTS AND TO AUTHORIZE THE LEVY OF LOCAL SALES AND USE TAXES TO FUND ECONOMIC DEVELOPMENT PROJECTS.
