AN ACT FOR THE DEPARTMENT OF ARKANSAS STATE POLICE SUPPLEMENTAL APPROPRIATION.
TO EXCLUDE FROM THE DEFINITIONS OF "CELLULAR TELEPHONE", "WIRELESS TELECOMMUNICATIONS DEVICE", AND "HANDHELD WIRELESS TELEPHONE" CERTAIN DEVICES.

TO INCREASE THE AMOUNT BELOW WHICH SALES AND USE TAX IS NOT DUE ON THE PURCHASE OF A USED MOTOR VEHICLE; AND TO ELIMINATE THE SALES AND USE TAX EXEMPTION FOR CERTAIN MOTOR VEHICLES, TRAILERS, AND SEMITRAILERS.
TO ALLOW FOR EXTENDED LEARNING OPPORTUNITIES THROUGH UNSTRUCTURED SOCIAL TIME; TO REQUIRE A CERTAIN AMOUNT OF TIME FOR RECESS; AND TO CONSIDER SUPERVISION DURING UNSTRUCTURED SOCIAL TIME AS INSTRUCTIONAL.
TO AMEND THE DEFINITION OF "HEALTHCARE PROVIDER" UNDER THE PATIENT PROTECTION ACT OF 1995; TO MODIFY THE DEFINITION OF "HEALTHCARE PROVIDER" AS USED UNDER THE ANY WILLING PROVIDER LAWS.
TO PROVIDE ADDITIONAL REVENUE FOR THE MAINTENANCE AND REPAIR OF HIGHWAYS, STREETS, AND BRIDGES IN THE STATE.
TO REQUIRE REPORTS UNDER THE TRANSFORMATION AND EFFICIENCIES ACT OF 2019 INCLUDING SAVINGS REPORTS.
TO ESTABLISH THE PUBLIC SAFETY ACT OF 2019; TO AMEND THE ARKANSAS PUBLIC SAFETY COMMUNICATIONS ACT OF 1985; AND TO DEVELOP A NEXT GENERATION 911 SYSTEM.
TO ESTABLISH A FARM TO SCHOOL AND EARLY CHILDHOOD EDUCATION PROGRAM; AND TO CREATE THE POSITION OF A FARM TO SCHOOL AND EARLY CHILDHOOD EDUCATION PROGRAM COORDINATOR WITHIN THE ARKANSAS AGRICULTURE DEPARTMENT.
TO RECOGNIZE THAT ABUSE AND NEGLECT OF CHILDREN IS A SIGNIFICANT PUBLIC HEALTH PROBLEM; TO COMMEND THE IMPORTANT WORK BEING DONE TO COMBAT THE PROBLEM; AND TO PROCLAIM APRIL 11, 2019, AS “CHILDREN’S ADVOCACY CENTER DAY”.
